ZEUS says:  "Most politicians are lazy, and shrewdly avoid honest work  while in office by constantly complaining about the legislation passed by parties of the opposition; thus, instead of fine tuning and improving existing legislation, which may require hard work, they seek to repeal the existing legislation and replace it with their own version which often can be inferior and less appropriate than what already exists."
